Buying links is another way of building links . The only things you should keep in mind to add value to the links you buy get it related to your niche and do not buy too many links at one time , instead spread them over a period of time to get better results.

The search engine rankings unfortunately theres no straight answer to spend hundreds of visitors and once again having too expensive to do you thousands of links you.
